Human-Centered Program Evaluation
When funders ask "what's the impact?" — you need more than participation numbers and anecdotes. Measured Mission helps non-profit leaders build the evidence that sustains funding, builds trust, and drives continuous improvement.
David founded Measured Mission after more than two decades on the other side of the table — building, leading, and evaluating mission-driven programs from the inside. As Executive Director of Data Science for Colorado Springs School District 11, he led analytics, predictive modeling, and accountability reporting across a multi-million dollar portfolio, applying machine learning, multi-level modeling, and visual analytics to questions of student outcomes, equity, and program effectiveness.
Earlier, David served as Co-Principal Investigator on a National Science Foundation Louis Stokes Alliance grant spanning 15 universities and 4 Native American tribes, and directed a multi-million dollar Air Force Office of Scientific Research grant — securing additional competitive funding along the way. He's managed federal, state, foundation, and corporate grants, written the quarterly reports, sat across the table from program officers, and answered the hardest version of "what's the impact?" His program evaluation research has been published in peer-reviewed journals, and he holds a Ph.D. in Educational Leadership, Research, and Policy from the University of Colorado Colorado Springs.
Outside of work, you'll find him birding Colorado's high country, riding gravel and singletrack, building furniture in his woodshop, or playing guitar.
We work alongside your team to build evaluation systems that are rigorous, credible, and human-centered. No cookie-cutter frameworks. No jargon. Just clear evidence of the work you're already doing.
We use the ROI Methodology® — a 12-step, evidence-based framework trusted by over 6,000 organizations in 70+ countries — adapted for the unique context of mission-driven non-profits. We bring more than a decade of experience in program design, evaluation, and data science to every engagement.
We start by understanding what success looks like for your organization — not just programmatically, but strategically. What measures matter to your funders? What's the real problem you're solving?
We build a data collection and analysis plan tailored to your program, your capacity, and your audience — setting objectives at every level from participant reaction to long-term impact.
We help you gather the right data and — critically — isolate the effects of your program from other factors. This is the step most organizations skip, and the one funders are increasingly demanding.
Where appropriate, we convert program outcomes to monetary value using defensible, transparent methods — giving you a clear ROI figure you can present with confidence.
We help you tell the story — to funders, boards, and stakeholders — and use the findings to continuously improve. Better data leads to better programs leads to better outcomes.
"A world where mission-driven organizations never have to guess at their value — because the evidence speaks for itself."
